Getting to the heart and truth of matters...

Scrutiny panels and the Public Accounts Committee (PAC) work on behalf of the States Assembly (Jersey’s parliament). They examine and investigate the work of the Government. They do this by reviewing and publishing reports on a number of areas:

Government policy

New laws and changes to existing laws

Work and expenditure of the Government

Issues of public importance


Parliamentary Scrutiny acts as an important inspection system of the Government. It is the way that the States Assembly (parliament) holds ministers to account for their decisions and actions.


This helps improve government policies, legislation and public services. If changes are suggested, Scrutiny helps to make sure that the changes are fit for purpose and justified.

I am proud to take my place in this vital role in the islands Assembly. I am Vice Chair of the HSS panel and sit also on the EDD panel. Further to this I am chairman of the Future Hospital Sub review panel & Vice Chair of the The Care of Children in Jersey Review Panel.

The Health and Social Security Scrutiny Panel reviews matters relating to the Ministers for Health and Social Services and Social Security.


It considers and scrutinises draft legislation, policies and other matters of public importance.

​Following the recommendations put forward by the Independent Jersey Care Inquiry, thorough Scrutiny will be essential in ensuring that what is put in place is both fit for purpose and helps to improve the care and well-being of children in Jersey. 


The Chairmen’s Committee has therefore established a Review Panel to objectively examine the implementation of these recommendations and any associated proposals and legislation.

This is one of the biggest and most important capital project the SOJ will undertake.
